Protection is no longer optional. But true resilience goes beyond defense: it encompasses the ability to recover quickly from disruptions and to build long-term, economically viable structures.
Ultimately, without ramping up security and resilience, it will be hard to unlock offshore wind’s true potential and find the necessary investments to drive the energy transition Europe needs.

Captain Hartwig Ross is a Senior Maritime Consultant at Nexmaris GmbH, specializing in maritime security, resilience, and nautical operations.
With decades of experience at sea and ashore in management positions, as well as an instructor in the German Navy,
he brings deep expertise in developing and implementing security and resilience strategies for maritime infrastructures.
Since August 2024, he has supported Nexmaris in a number of projects, including the German government’s program for clearing World War-munitions from the Baltic Sea.
His work is also related to securing ports and offshore wind installations, involving systematic use of cutting-edge surveillance technologies,
integrating maritime safety and security with cybersecurity in the maritime domain.
Throughout his career, Captain Ross has held leadership positions including Head of the Naval Command’s national contact point for shipping (Marineschifffahrtleitstelle)
in Hamburg and Senior Lecturer in Nautical Ship Operations at the Naval Academyl in Mürwik.
His experience spans operational ship command, strategic security assessments for critical maritime infrastructure, and integrating civil-military maritime cooperation.
